What is a Display Energy Certificate (DEC)?
A Display Energy Certificate (DEC) shows the actual energy performance of a building, based on its metered energy use over the previous 12 months.
Required for: Public buildings (and certain publicly visited buildings) with a floor area over 250 m².
Purpose: To make energy use in public buildings transparent and encourage improved efficiency.
Energy Rating: Uses a scale from A (most efficient) to G (least efficient).
Accompanied by: A Recommendation Report, which lists cost-effective recommendations for improving energy performance.
Validity:
Buildings over 1,000 m² → DEC valid for 1 year, Advisory Report for 7 years.
Buildings 250–1,000 m² → DEC valid for 10 years.

1. Homeowners selling a property
If you are selling a home, you must provide a valid EPC before the property is marketed.
2. Landlords renting out a property
A landlord must have a valid EPC before a property is let to a new tenant (domestic or non-domestic).
For domestic rentals, the EPC must be E or above (MEES regulations).
Exemptions apply in some cases (listed below).
3. Property developers
All new buildings must have an EPC completed on construction (this version is called an ‘On Construction EPC’).
4. Commercial property owners
If you sell or lease a commercial building, you must provide an EPC for the buyer/tenant.
